  • 22、   Located a few blocks away from the White House, Sakina Halal Grill in Washington DC is a restaurant with a difference. Enter during the busy lunch time and you will find businessmen and women eating side by side with the homeless. The owner Kazi Mannan, who is from Pakistan, would not run it in any other way.

    Growing up in a village with no electricity, running water or even a building for a school, Kazi is familiar with poverty and hunger. Even in those hard days, whenever his mother Sakina cooked for her own children, she would provide some for her neighbours as well.

    When Kazi reached America, he only had three dollars in his hand With the help of a Pakistani bus driver, he finally earned a down payment (首付款)on a restaurant.

    The first thing he did was to change the name of the restaurant. He named it after his mother Sakina Halal Grill, whom he lost 26 years ago. But he did not stop there. Keeping his mother's teachings in mind, he not only used her old recipes (菜谱)but also decided to let the homeless eat at his restaurant for free. On the opening day of the restaurant, Kazi personally walked to the nearby park and invited the homeless there to have food at his restaurant.

    In less than 5 years, Sakina Halal Grill has risen to such popularity that Kazi is able to feed over 16,000 people for free every year.   • 23、   Now the Bush team is pushing hard an idea which is inherited from the Clinton administration and which, in some way, builds on the debt-relief initiative. For the very poorest countries, America strongly favors moving from loans  to  grants,  though  other  industrial-country donors are still doubtful of the wisdom of this. Giving grants, they argue, will cut future aid flows because some of the funding for loans on generous terms comes from money which has been repaid to donors.

    America takes the view that, since many developing—country loans will never be repaid, mainly because the recipients cannot afford to make large payments to their creditors, it makes more sense to treat them as grants in the first place. The Bush administration has threatened to hold up the provision of the funds used for this sort of aid. International Development Assistance (IDA), if it cannot persuade everyone else to come on board. All members talked about having made progress in this area, but it remains a stumbling block.

    Work is also under way in the IMF and the G7 to reform the international financial system. This now has two objectives.  One is to make it harder for terrorist organizations to obtain  funding by cracking down on money—laundering and increasing financial  transparency.  The other is to reduce the occurrence and severity of financial crises in emerging—market countries. On this,  American views seem to have prevailed. The G7 meeting on April 19th and 20th ended with an unexpected decision to proceed with an American plan to include collective action clauses in future loans taken out by emerging- market governments.  The idea is that in the event of a delay of payment—such as that by Argentina last December--a government could negotiate with a “super-majority” of its creditors to restructure its  debts, rather than, as now, have a small minority of creditors able to weaken such attempts.

    This market--based approach is still controversial and implementing it could be difficult given the previous reluctance of governments to include such clauses in loan contracts (lest they appear to be signaling a readiness to default  (拖欠)even as they borrow).  Work on IMF plans for more far —reaching reforms of supreme debt, on which the Bush team recently appeared to pour cold water, is to proceed at the same time. The two approaches, said the G7, are “complementary”.

  • 24、A tiny village in Alaska has experienced an increase in tourism in recent years as polar bears spend more time on land than on Arctic sea ice.

    More than 2,000 people visited the village of Kaktovik last year to see polar bears in the wild. The far north community is located in an area where rapid global warming has sped up the movement of sea ice, the primary habitat of polar bears. As ice has gradually moved to deep water beyond continental shelf, more bears are forced to remain on land to look for food.

    The village had fewer than 50 visitors annually before 2011, said Jennifer Reed, a worker of the Arctic National Wildlife Refuge. “Today we're talking about thousands of visitors, many from around the world each year,” Reed said.

    Polar bears have always been a common sight on sea ice near Kaktovik, but residents started noticing a change in the mid-1990s. Because of the difficult situation, more bears started to stay on land, and researchers began taking note of more female bears making dens (兽穴) in the snow on land instead of on the ice to raise their babies.

    “U.S. Fish and Wildlife Service biologists began hearing reports of the increasing numbers of polar bears in the area in the early 2000s,” Reed said. As more attention was given to the plight of polar bears, more tourists stated heading to Kaktovik.

    Most tourists visit in the fall, when bears are forced toward land because sea ice is the farthest away from the shore. Bruce Inglangasak, a local hunter who offers wildlife-viewing tours, said he has been offering polar bear tours since 2003 or 2004. Most of his clients are from Europe and the USA. “Many tourists stay several days in the village, which has two small hotels,” Bruce said.
