  • 21、Americans have been calling on police to change how they deal with citizens in crises (危机), especially those with mental health problems.

    Police are usually the first to arrive at a serious incident and are trained to deal with crime and violent behavior. But a law enforcement (执行) agency in the central state of Illinois has found a new way to handle mental health cases. It is using video calls to calm difficult situations.

    Restrictions ordered to stop the spread of the new coronavirus have left many people alone in their homes without support. Many people are unable to find mental health services or unwilling to go out and risk being infected with COVID-19.

    The Cook County sheriff’s (警长) office led by Sheriff Tom Dart has faced many emergency calls about mental health crises recently. Such calls have increased by 60 percent this year. Dart said police officers are being asked more and more to arrive first to mental health cases. He said officers are being asked to do things they are not trained for or for which they have little training.

    Dart said some programs have mental health professionals riding in a vehicle with law enforcement officers. That works for smaller communities. But Cook County, which includes the city of Chicago, is very big.

    “We wanted a tool for the officers to get that mental health expert on the scene immediately,” said Elli Petaque-Montgomery, a team director.

    So far, the department has 70 personal electronic devices (设备). They are used to make video calls. The department bought 35 with aid money when the program began. It bought 35 more when it became clear the number of calls, which is now past 50, would increase.

    Sometimes a lack of wireless service or another reason has not permitted a video call. The department said this has happened 20 times. In those cases, officers set up a telephone call between the person in crisis and a mental health professional.

    Four mental health experts have been joined by four more to answer calls. Dart said the cost of the experts and the devices is much less than what it would cost to send out many mental health professionals with police.

Diamonds were first discovered in India more than 2,800 years ago. The Ancient Romans believed that the stones were splinters of stars that had tumbled to earth.

    In Ancient Egypt, diamonds were symbols of eternity and were used in funeral rites. In the Middle Ages, men wore them to symbolize their courage and virility. The tradition of giving them as love tokens dates from 1477, when Archduke Maximilian of Austria gave a diamond ring to Mary of Burgundy.

The British Retail (零售) Consortium, or BRC and NielsenIQ Index showed retail price annual inflation (通货膨胀) rose sharply to 1.8 percent in February, up from 1.5 percent in January. Helen Dickinson, the BRC’s chief executive, said retailers were also being impacted by higher shipping rates, as well as labor shortages, commodity price increases and rising energy prices. “Food inflation remained the key driver behind higher prices, particularly for fresh food, which has been impacted by poor harvests, both in the UK and globally,” Dickinson said. “There is little sign of change, with the Bank of England predicting price rises to continue until at least the spring.”

    The rise in shop prices adds to the cost of living pressure faced by British households already ready for a major increase in energy bills next month. Mike Watkins, head of retailer and business insight at research company NielsenIQ, said retail prices would likely continue to rise throughout the next few months.

    “Inflation has increased since the start of the year and the potential trend in shop prices will be upwards over the next few months,” he said. “With falling income for most households, retailers will need to keep encouraging customers to spend by offering choice and value and, for some, discounts as well as added benefits for loyal shoppers.” Dickinson added, “Price rises will be unwelcome news for households who already face falling income because of the rise in national insurance and energy price caps.”

    The Bank of England is trying to deal with inflation with higher interest rates, and is predicted to raise borrowing costs for the third time in a row this month, noted the BBC. In a response to a Treasury committee report into last year’s budget, Chancellor of the Exchequer Rishi Sunak said on Wednesday that Britain’s economy and public finances were “vulnerable (易受伤害的)” to higher inflation and interest rates.
